Each U.S. State and Territory submits a Unified or Combined State Plan to the U.S. Department of Labor and Department of Education that outlines its workforce development system's four-year strategy, and updates the plan as required after two years. This page compiled resources about how State Plans can help Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.
The WIOA State Plan Portal is the approved method by which States submit and modify Unified and Combined State Plans.
The WIOA State Plan ICR lists all the required elements for submission of the Unified or Combined State Plan and Plan modification under WIOA.
WIOA Waiver Information. Waivers may be approved for a period of time shorter than the full life of the WIOA Unified or Combined State Plan, which will give the Department an opportunity to assess the State's progress in meeting specific conditions of the waiver.
WIOA State Plan Modifications for PY 2026-2027
States and territories are required to submit their two-year modifications to their WIOA Unified and Combined Plans.
